If publishers take a long time to approve or decline your ad, you can cancel and take back your money, without having your advert rating impacted. However, if you do decline an advert from somebody, AFTER you have approved it, that will show. This happened to me a while back. Click on tools, Clear private data. Then do a (control - f5) combination click.
